Pokemon Special is actually one of the milder Pokemon manga.

I take it you've never read the Electric Tale of Pikachu.

The way I see it, there's a big difference between the manga containing scantly clad girls and the plot actually containing sex. I mean, clothes like that are pretty normal in a manga, but sex is pretty extreme, especially in a Pokemon book.
